The International Committee of Sports for the Deaf (ICSD) was founded as Le Comité International des Sports Silencieux (CISS) in Paris, France on the 16th August 1924 at a meeting of Deaf sports leaders from France, Belgium, Czechoslovakia, Great Britain, Holland, Hungary, Italy, Poland and Romania. At this inaugural meeting, Mr. Eugéne Rubens-Alcais of France was elected the President and Mr. Antoine Dresse was elected the Secretary General. ICSD is an international non-profit organisation solely entitled to govern Global Deaf Sports Movement, including Summer and Winter Deaflympics and other sports events for the Deaf worldwide in accordance with its Constitution.

In 1924 CISS included 9 European members,whilst today, the number of ICSD affiliated members, the National Deaf Sports Federations has reached 109.
